A rust, two components are needed .. Air (oxygen) and water.
So guess when the boiling water with oil on top, in that the air is exchanged from and to prevent the boiling water. This would reduce the rate of oxidation reaction, and thus the steel nails rust slower in this situation.
Unlike the launch of just boiling water, nail rust faster. There are more bubbles of air and oxygen exchange more.

You can avoid the oxidation by the storage of a nail into a bottle with oil.
This will ensure that not get the nail into contact with oxygen or water.
